Product Allocation JDE

When adding a second line in a Sales Order with Product Allocation preference activated in Sales Order Entry (P4210) for a different item than the previous line, following a hierarchy of Customer Number and Item Number only, the system incorrectly throws "Product Allocation Preference Error"?

Second line still throws a warning, even though it is below allocated qty ?

Is this a bug or some configuration change is needed here ?
