P6 Professional 21.12 Schedule Comparison Not Showing Newly Created Activity Under Critical

When an new activity in the Revised Project is critical, it does not show up under the Critical section of the report. I expected to see as "True" in the New Critical column with a "Value not specified in the database", similar to when an Actual Start Date or new Primary Constraint is provided in the Revised Project.

I have every option checked in the Advanced tab and activities show under the Critical section as they are add/removed from being Critical IF the activity is in both the Revised Project and Original Project or Baseline.

Is this behavior expected or do I need to adjust a setting?
