In 19c Database all application sessions are creating on Node1 only

Hi Everyone,


We are using Oracle 19.13.0.0.0 version database and configured RAC setup but all the application sessions are being created on Node1 only and there is no workload on Node2. We are using scan IP in Application datasource and our both instance role is set as PRIMARY_INSTANCE in gv$instance. Please suggest where we can start troubleshooting.
