Oracle documentation on Oracle 19C Enterprise Database that sets it in the 12C family

Howdy

I'm in the process of upgrading from Oracle 18c Enterprise Database to 19c. due to paperwork paths one which could take 2+/- years the other that could take a few months 6+/-. I need to find Oracle documentation that not only puts 19c in the 12c family like white paper database19c-wp.pdf from 04FEB19 does but lists it as this website does as 12.2.0.3 https://www.itconvergence.com/blog/oracle-database-19c-whats-new/
