apex 21.2 user running interactive report recorded last_updated_by last_updated_on application

Hi Guys,

we recently upgraded apex 18.1 to 21.2 (oracle 19c);

in 18.1 last_updated_by and last_updated_on in apex_applications view recorded only developer changing application. Now any user running interactive report through application, it is updated last_updated_by,last_updated_on  columns.

we have the same application in many environments. it is hard keep track when it real application changes. What should we do prevent user running interactive report updating like page changes in application
