Requirement to derive accounting at the Task Level instead of at the Project Level

Assignment of Expenditure Org at the Task level, that is different than what is identified at the Project level, is ignored.

Is the Transaction Control Extension functionality what is required to meet this requirement? If so, is there any detailed documentation of this functionality?
