way to achieve Step Pricing in Oracle Order Management

Hi , We do the Billing run for our client each month. We have a requirement where the client wants to perform the Step Pricing. Accordingly I have defined the Price list for the Item under Price Break Headers and defined appropriate range. But the rquirement is each successuve billing must consider the previous volume to decide on the correct stepped price. This is not happening currently. The volume gets reset to 0 every month. Is there a functionality where we can get the Pricing Manger to consider the previous volume for the Item and the Period after which
