Colorado State Retail Delivery Fee

Hi,

The state of Colorado has imposed a new Retail Delivery Fee (https://tax.colorado.gov/retail-delivery-fee) that is imposed on each delivery into the state of Colorado. The new fee went into effect on 7/1/2022.

Essentially, all transactions shipped to Colorado are subject to Retail Fee if the shipment has atleast 1 taxable item. If there are no Taxable items then there is no Retail Fee,

Any ideas on how we can achieve this in Oracle AR?
