Windows Patches to be applied to 12.2.0 before upgrade to 19c

I have Windows 2016 running RAC 12.2.0, needs to be upgraded to 19c, unable to locate required patches as described in [ Patches to apply before upgrading Oracle GI and DB to 19c or downgrading to previous release (Doc ID 2539751.1) ], seems that there is no section for Windows platform.
