Is ADF framework necessary for Mobile Inventory implementation?

We are currently in the process of implementing Mobile Inventory. Some of the Peoplesoft Documentation makes mention of needing ADF framework for the installation of the module. Is this still the case? We are on PS 9.2 image 41, and PT 8.58
