Could the application login failure message be customized?

When users attempt to login with incorrect login credentials into Oracle application they get the standard message -

"login Failed. Please verify your login information or contact the system administrator"

Can this message be customized in R12.2.10 to something like this?

“Login failed. Please note you have a total of five attempts before your user account is locked. Please use the Login Assistance link to retrieve a new password, or contact your System Administrator if your account is locked.”
