Can shelf life value be stored for non lot controlled items in Oracle EBS 12.2.11?

Our current version of Oracle 12.1.3 allows for a value in the shelf life days field on the item master, even if the item is not configured as a lot controlled item. However, in moving to 12.2.11, shelf life days is not updatable if the item is not configured as lot control. Has anyone successfully added a forms personalize or other change make this field updateable regardless of the lot control status?
