Getting [INS-13001] Oracle Database is not supported on this operating system

I'm trying to install Oracle 19c on a Windows 10 Pro laptop, which I've done several times on the same model laptops. I get the error that it is not a supported OS but it is. The only thing that is different with this installation is we implemented DUO 2FA. I disabled DUO and Sentinel One (Our antivirus solution) but still get the same error after reboot. I am running the setup.exe as an administrator. The OS is 64bit. The installer I'm using is the most recent Windows 64bit Oracle installer.

The windows patches are current. I've tried running the installer bypassing the prerequisite check but it doesn't allow me to get past setting the memory.
