How to add Site purpose 'CONTRACTUAL_ATTRIBUTE' for a newly created store using API from backend?

I want to know how can I create a new purpose 'CONTRACTUAL_ATTRIBUTE' in rrs_site_uses table for a store from backend using PLSQL program. May be there exists some API which will allow us to do the same?
