Generate PM Work Orders Program fails to generate Work Orders

We are running Oracle Enterprise Asset Management Version 12.2.10.

We have created a new Org and loaded the Assets, Activites and PM Schedules. I ran the Generate PM Work Orders program and it created a few of the desired PM Work Orders but not all of them. I tried different settings to get it to create the remaining ones but it always would complete with no Work Orders. I found MC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=XRZ%2BVIdIewZNX3sCjeDmqnHattjyPTzVSNvNCzFFus8%3D&reserved=0" rel="nofollow noopener ugc">Patch.32798921:R12.EAM.C. and had the DBA install it. Now when I run the Generate PM Work Orders program it still completes with no Work Orders but it has this message at the end.
