Payroll Tile - Getting User not Authorized Intermittently

We login to our Campus Solution Database and HR database is connected. I can do this fine for many times and then I will see User Not Authorized in the Payroll tile, I can still click on it and it works, I can refresh it and it comes in properly (with image). Anyone have a clue what I can check to see what is causing this? The Oracle cases say check security, but like I said it works 99% of the time, so it shouldnt be security.
