How can an exadata Eighth Rack cell server only have half of the cores in the CPU active?

Because of the CoD function, DB node can activate only a part of the entire core and use the deactivated core later.

The data sheet says "Eight Rack storage servers have half the cores". CoD applies only to DB nodes.

Then, what kind of function does the cell server have to enable only 2*5 cores out of 2*10 cores?
