DBA_FEATURE_USAGE_STATISTICS: fix usage

The following steps must be carried out if there is a license violation:

Possibility Number 1

1. Resolving the License Violation

2. Individual export of all database schemas

3. Creation of a new database

4. Import of all exported database schemas

or is possible to do with following steps

Possibility Number 2

1. Resolving the License Violation

2. Transportable Tablespaces Check and Prepare for Transportable Tablespaces

3. Creation of a new database

4. TTS of Tablespaces

Possibility Number 2 should be for large databases, if it isn't possible to get enough downtime.

Other expensive Possibilities : Golden Gate , Shareplex ?
