What is the patch release level in a RAC cluster?

We always check the active software version of our RAC cluster after we patch it with the command: "crsctl query crs activeversion". I understand the concept of while you are patching or upgrading the activeversion is the previous version and then once the upgrade is done on the final node, in a rolling patching scenario, then the activeversion matches the sofwareversion. But the patch number that crsctl returns is different from the PSU/RU I just applied to the GI home. None of the sub patches of that patch (ACFS, DB, OCW, etc) are that number. Actually the release number returned
