"INVALID" status of Oracle Database Packages and Types in DB_REGISTRY table

Hello,

I am having an issue in a cloned environment where I can't change the password for EBS application users. I am getting the following error message: Oracle error -29261: ORA-29261: bad argument has been detected in FND_WEB_SEC.GET_ENCRYPTED_PASSWORDS.

I don't get this message in my production environment. Oracle support is recommending that I apply a patch to resolve the issue. I did some investigation and I noticed that within the DBA_REGISTRY table, the status for "Oracle Database Packages and Types” is invalid. I am not quite sure what this means and would appreciate it if someone could explain the impact of this.
