Can ATO/PTO models have IR/ISOs created by Standard Oracle Process?

We use Global BOMs for items. An ATO/PTO model in one org is a model in all other Orgs. However, sometimes the shipping org is different from the selling org. The selling org is required to even receive the ATO configured item, or the PTO model from the shipping org before it ships out to the customers. It will be good to have standard IR/ISOs created in this case. Does Oracle standard functionality support this requirement?
