Unable to select Plan in ABC Compiles Form

I am trying to set up an ABC compile for a new manufacturing org. In the ABC Compiles form, I select 'MRP demand usage value' in the Criterion field. Therefore I am required to select a Plan Name for the compile to reference. However, there is no plan to select from.

Our other orgs all have their compiles reference the Global Plan. So, I verified that the Global Plan is functioning in this new org. Furthermore, I learned that under the 'MRP demand usage value' setting, the ABC Compile will look at the MRP gross requirements from the plan I select. So I also verified that there are gross requirements found within the Global plan for this Org.
