Creating instance to instance relationship from Order Management

We are using kits in Order management (Bill of Material contains all serialized items). When more than one kit is being ordered, we need to create instance-to-instance relationship between the serials. This relationship (configuration) should ultimately flow to installed base. For example:

Parent Serial 1

Child serial 1.1

Child Serial 1.2

Child Serial 1.3

Parent Serial 2

Child serial 2.1

Child Serial 2.2

Child Serial 2.3

When we are using the Installation details window in Order management (Actions), the configuration tab is always disabled. Is there any way to establish this instance to instance relationship in Order Management (R12.2.9)?
