STATUS_CHANGE_ID not populating on PERSON_CHK_ITEM (3C's)

What is there no population of STATUS_CHANGE_ID on PERSON_CHK_ITEM? Encountering many situations where using a 3C Event to update a Checklist Item Status to Complete causes the STATUS_CHANGE_ID to be blank.  Using 3C Event to assign, it is populated. The Completion is what seems to be causing the issue.

Unsure if this is by design, or an issue and I need to file a Service Request.
