Allowing End Users Access To Build Queries

We are on PeopleTools version 8.59, Image 23. I am interested in what criteria or policies folks have regarding granting end users access to build queries in PeopleSoft.

Do end users have to demonstrate a competency before they are granted permission to build queries?

Do you only allow end users access to run queries?

Do only superusers have the ability to build queries?

Any documentation you can share around your query access policies/best practices is appreciated. Thank you!
