Can coupon deal apply on the fully discounted item?

Hi Team,

We come accross on scenarion where coupon deal is applying on fully discounted item.

We scanned one item and after that we applied the first promotion which fully discounted the item. then we scanned the second item and applied second promotion.

Second promotion got applied on the fully discounted item as well as second item. Second promo should not apply discount on fully discounted item.(both promo was a coupon deal).
