Do I need extra NUPs for making standalone database a cluster database.?

Hello,

We have a database with NUP Licensing Model. It is a standalone EE database. Licenses were purchased only for one server.

On the same server we have Oracle Clusterware installed with a 2 node RAC database.

My question is, can I register my standalone database in this cluster as standalone db only and then do relocate to second server? Or to do this action I need to have extra NUPs for second server.?

Database and clusterware is 19c.
