How to change FNDWRR.exe to use Content-Disposition Attachment instead of Inline

Using Microsoft Edge to view concurrent request output that is of a Microsoft office mime-types requires the Edge feature "Open Office file in the Browser" to be disabled (see doc id 2827347.1).

One of the reasons for this is that Oracle (FNDWRR.exe??) produces a response header with "Content-Disposition inline".

How would one go about changing Oracle (FNDWRR.exe??) to use "Content-Disposition Attachment" instead of "Content-Disposition inline"? Ideally there would be a configuration option to do this.
