What suitable version can be installed on Windows 2019 server?

We are planning to migrate our current Webcenter content 12.2.1.3.0 installed on Windows 2012 server to Windows 2019 server, and using Oracle database 19c. We would like to know which version is suitable for win2019 server, in addition to that what version of Java would you recommend, what other related applications are required to be installed on the new server?

Any URL links for documentation or procedures?

Is it possible to have the vendor, Oracle, support to complete this migration?
