Microsoft Teams DTMF Failing on Inbound Calls

I have gone back and forth with both Oracle and Microsoft support on this one for a couple of months now, and am wondering if anyone here knows what to do.

On an inbound call from the carrier to Teams, dtmf doesn't work. It works find for outbound calls from Teams. It works for inbound calls to the other 2 phone systems connected to our infrastructure. Just not teams.

Has anyone else experienced this issue?
