ORA-01152: file 1 was not restored from a sufficiently old backup

for an activity , we had to take a full online backup before the activity ( which was in the morning , which finished at 1:33 PM , control file backup piece completed at 1:30PM) and nightly scheduled full online backup was run (after 7-8 hours of first morning backup) . in between database was running and archive log backups were taken every 30 mins.

after the activity it was decided to restore the morning backup.

while executing PITR , we restored the control file using the morning backup piece , and set time untill 1:30 PM ( we tried 1:25PM , 1:33PM ,1:00PM also) , however all the the attempts failed with below error :
