Fluid Delegation - EODL or HCSC_DELEGATION_FL

Hello,

We are in the process of a project which includes moving from Classic to Fluid Delegation. Is there a difference between the App Packages? Would EODL be used if Delegation had never been implemented before? Does the HCSC package have to be used if moving from Classic?

Any insight is appreciated. Thank you!
