How to Enable and Add Attachment to System Administrator Users Window

Dear All,

We are using EBS 12.2.11, DB: 19c. OS: OL7.3

We have a business need to add different type of attachments when creating application user (Images, Documents).

As you can see, attachment paperclip is disabled. Although we did the following, but paperclip button remains disabled:
