Is the Assignment Component suppose to complete the learner on the roster?

I want to know if the Assignment Component is working as designed or if its a bug. I create a class with a session and an assignment. The order is enforced and the session and assignment are required. If I go to the roster and only update the assignment for someone it does not complete them on the roster. If I only update the session it does. I am not sure if this is working as design. Looked in Peoplebooks does not really explain.
