Can ORGs be controlled using HR: Security Profile for mobile applications?

The HR: Security Profile profile option can be used to limit access to organizations and have done so successfully. This has also been applied to Oracle Mobile Application responsibilities but discovered that this profile option does not work with mobile apps (RF).

My question is: Can anyone confirm or provide document/URL stating this is the case? I stumbled across it online many weeks ago and can no longer find it. I can see this setting is not working for myself, I wanted to validate.
