unable to run adctrl during 12.2 EBS upgrade patch

I am applying EBS 12.2.8 RUP patch as part of upgrade from 12.1.3. I know that to use adctrl requires setting the env to the PATCH file system. But when I run adctrl - I get:

ORA-12514: TNS:listener does not currently know of service requested in connect descriptor

I looked at the two tnsnames.ora files to make sure sure they have the ebs_patch service and they do - but no luck.

The tnslog on the database shows:
