How to change implement russian language in oracle database for application?

We have one test server and we want to implement our in house application using oracle database as backend, we require language translation from English to Russian and vice-versa for project need.

We tried to change NLS LANGAUGE, CHARCTER SET, TERRITORY to russian but still showing american/?????
