Upgrade Oracle Databse 11g to 19C

As part of an database upgrade , I need to define a database character set. The database character set on the current source system is we8mswin1252 (single byte) and ideally I want to implement a multi-byte character set. I have run the data migration upgrade assistant and it ahs thrown up some issues. My question is can I implement a 19C CDB/PDB databse structure with a single character set and if I do will this lead to any problems in the future?
