Can we use %ORACLE_HOME%\bin\sqlplus.exe / as sysdba before creating instance

Hello,

We have customer system, which is a single instance standard 2 19c database, after installation something went wrong.

%ORACLE_HOME%\bin\sqlplus.exe / as sysdba

says that listner service is not there, can we use above without any instance prepared.

If that is not possible what will be required steps to enable it without instance, or it is not possible at all?
