Patch 21673800 is not needed on 12.1.0.2 but fix not available until 12.2.0.1

Oracle SE2 12.1.0.2 on Linux x86-64

I've attemped to apply patch 21673800 to a 12.1.0.2 instance but opatch states that the patch is not applicable as it has found a higher version in the Oracle home.

I can see that the patch is applicable to 12.1.0.1 but am puzzled that it's not applicable to 12.1.0.2 since the fix does not arrive until 12.2.0.1

I know that 12.x is unsupported and am waiting for the availability of new hardware to allow me to upgrade to 19c where hopefully this won't be an issue.

Has anyone else had this issue?
