How to load encrypted HDL in oracle HCM Fusion using data exchange ?

We have encrypted a HDL file using Kleoptra tool and exported the public key in local machine. Have followed the steps as defined in the oracle doc :

But, we are getting the error : An attempt to decrypt the file Grade.zip failed. Ensure that the file is encrypted correctly with the specified encryption type PGPSIGNED.


Any kind of help will be appreciated.
