Can [OL preinstall] RPMs be used for the install of 19c on RHEL8?

Looking through the install documentation, and most of the information on using the RPM method of install is around Oracle Linux. Not using that forked O/S - but rather RHEL8. I've found that the oracle-database-preinstall-19c-1.0-2.el8.x86_64.rpm seems to work with RHEL8 and was curious if the oracle-database-ee-19c-1.0-1.x86_64.rpm would work as well - or does it only function properly for Oracle Linux? Does RHEL8 require the download of the 19c zipped software directory?
