Over-Ship Lot Controlled Items

We are a manufacturer of non-woven fabric sold in linear yards (LY) packaged in rolls of certain set lengths (e.g. 50 LY).

We have some SOs where we create the line with a W line type and get the WO for that item and qty. When we do the WO completions, we have the lotted rolls spawn as new lines on the SO. If we overcomplete the WO, we end up with a fully split out line for each lot on the SO and extra rolls just show up as Stock inventory. In this scenario, there is a small potential for over-shipping if the order qty is not a perfect multiple of the roll lengths. So, an order for 1000 LY, with
