EM 13c:Discovery of Database Services Targets doesn't work

I have followed the steps in the note :

EM 13c: Understanding Database Service and Discovery of Database Service Targets with Enterprise Manager 13c CLoud Control (Doc ID 2092609.1)

The default services have been discovered as targets in OEM but not the service that I need to monitor

The service in question has been created with SRVCTL command in an Oracle Restart server
