Pick waves and scheduled ship dates

I am using Oracle 12.2.3 and I am setting up pick waves. this is a new process for our company and have come across a couple of issues. We want a wave to release orders from now until 1 day out. I can set this OK but what i have found is that for any orders where the scheduled ship dates are older than the current date it isn't picking them up. For example, as a test i created an order that had a mix of lines with stock and without stock. It all worked as expected with the ones
