Cell Comments are missing on Oracle Smart View retrieve of Web Form

We have been using Oracle PBCS for many years. We are on version 22.09.77. We use a web form created for Workflow Management for our Actual close process. This web form is used in MS Excel. During our close process, we add Oracle Smart View Cell Comments, which has been retained in the PBCS Cloud for many years. However for this month's close process, the comments are now missing in the MS Excel web form Smart View when we go to view them under Cell Actions -> Comments.

We've ensured 'Enable Enhanced Comment Handling' box is checked under Smart View "Member Options" -> "Comments and Formulas".
