MRP - Items with planning code set to 2 are still picked up be suggested reorder

We are on JDE 9.2.6 Release 22. In using the MRP for warehouse material planning we have planning code set to2 for all items. However if Iuse the suggested reorder applications the same records pull there as well. Is that normal functionality?

Also I have processing option on R3482 set to decrease availablity by safety stock. Therefore if my item has safety stock = 1 and QOH = 1 I would expect a suggested order of 1. This is not functioning - it seems as though MRP is ignoring that processing option setting. Is anyone else experiencing this?
