Applying UN6 + Tools Release - How to allow development to continue?

All,

Looking to get some guidelines on what development we can / can't do when we undertake a project to apply Un6 + Baseline ESUs + New TR to DV and PY then PD.

In our 9.2 (been evolved from XE- 9.0 etc) We have lots of standard objects modified and lots of custom objects. I'm trying to work out what we can still do when we have applied UN6 to DV and we are in retrofit mode/unit test mode....Business needs to develop and we need to manage retrofit/testing!

Example - Business wants to create new R56 report or update an existing P56...and promote to PD BEFORE UN6 will get to PD
