Separating Security fixes from regular fixes in RU, RUR

I know that prior to Oracle12.2 there is the SPU patching to only do security patches.

From Oracle12.2 and onwards we want to delay the normal fixes but apply the latest security fixes.

Is RUR-1 and RUR-2 the correct way to apply the latest security fixes but delay the normal fixes by 3 or 6 months? What is the ramifications of this? How does the database version release number look with this method?
