Oracle DB 19c - is OJVM patch really needed?

I noticed some time ago that even if only DB RU is installed, without separate OJVM patch, the Java virtual machine component gets updated along with other DB components, to the same version. At least this is what appears in the dba_registry view.

If we look for example at Critical Patch Update (CPU) Program Jul 2022 Patch Availability Document (DB-only) (Doc ID 2867871.1), it says that for Oracle Database 19 one should follow Doc ID 1929745.1, which recommends installing separate OJVM patch. However, for Oracle Database 21 it says: 21c does not have COMBO nor OJVM patches. Instead, the OJVM fixes are contained within the DB RU and the GI RU patches
